The Bulk Mail Specialist will be located at the U.S. Embassy’s Regional Mail Distribution Facility (RMDC) located at the Baghdad Diplomatic Support Center (BDSC). The RMDC is a high visibility facility due to its utility and its profound impact on morale for Mission Iraq DoS customers and DoD forces customers who are deployed to various sites throughout Iraq. The Bulk Mail Specialist will be responsible for the overall receipt, inspection, distribution, dispatch of diplomatic mail pouch, courier service mail, loads/unloads bulk mail shipments utilizing resources to accomplish operational requirements, and performs other duties incidental to the movement and processing of mail. The incumbent exercises no supervision and reports directly to the Lead Bulk Mail Specialist in support of services to the Information Programs Officer (IPO) or temporary duty Information Management Specialist (IMS) and the Information Management Officer (IMO). The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive:

DUTIES:

  • The Bulk Mail Specialist serves as intermediary and spokesperson for the office and continually addresses concerns and issues surrounding the sending, receiving, and processing of DPO mail.
  • Is responsible for the day-to-day operation of their assigned facility.
  • Perform tasks at the Regional Mail Distribution Center processing bulk mail shipments.
  • May also supervise the receipt and allocation of office supplies.
  • Relies on extensive experience and judgment to plan and accomplish goals.
  • Implementing mail policies and procedures in accordance with 14 FAM 700, USPS Regulations, USPS Postal Bulletins, and DoD manuals
  • Supervises inventory, checks and reorders items as needed.
  • Enforce adherence to mail policies and procedures by all authorized postal patrons.
  • Report all misuse or abuse of privileges immediately to IPO IAW established procedures.

  • Distribution and secure storage USPS mail
  • Properly inspect and screen all mail for contaminants (i.e., white powder) and other security concerns IAW DoS guidelines
  • Serves as the on-site point of contact (POC) for formal discussions with subcontractors, including frequent interaction with the intent to sustain and foster positive relations.
  • Supervises mailroom activities, including the sorting and delivery of incoming mail, as well as the preparation and sending of outgoing mail.
  • Works in conjunction with locally employed (Iraqi) colleagues and military staff.
  • Escorting local mail trucks.

  • Operate equipment and machinery assigned to the jurisdiction of the Regional Mail Distribution Facility (forklift, pallet jacks, X-ray machine).
  • In addition, may perform any of the following duties: make occasional simple distribution of DPO and parcel post mail that requires no scheme knowledge; operate electric or diesel fork lifts; rewrap damaged parcels; repair damaged mail or pouch bags, weigh incoming sacks; clean and sweep work areas, offices rest rooms, and trucks where work is not performed by a regular cleaner.
  • Engaging in customer service and Click-N-Ship.
  • Additional tasks and special projects as assigned.
  • Home of Record Driver’s License – no restrictions

REQUIRED:
  • Minimum Acceptable Experience Level: 
  • Two - Three (2-3) years’ experience in USPS (United States Postal Service) and/or Diplomatic DPO Mail, with at least one (1) year in a superior role.
  • One - Three (1-3) years’ experience in USPS (United States Postal Service) Warehouse and/or Joint Military Mail Terminal (JMMT)
  • The incumbent must have superior customer service and interpersonal skills, must adapt easily to foreign cultures, and be able to communicate effectively in environments where English is not spoken fluidly.
·Knowledge, Skills, and Abilities: 
  • Knowledge of ALL principles and processes involved in management of mail services.
  • Demonstrated ability to perform as an DPO Mail Augmentee, with a working knowledge of technical areas.
  • Must be able to establish rapport and develop relationships with mission personnel as one of the section’s most visible representatives.
  • Must exercise good judgment when interacting with all DPO patrons.
  • Successful management of multiple sites in geographically dispersed locations
  • Ability to collect, analyze and summarize data and to prepare clear and concise reports.
  • Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures.
  • Exercise sound judgment and make decisions independently.
  • Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment.
  • Expert computer skills, specifically in Microsoft Word and Excel
  • Must have the ability to be innovative and be an agent for change.
  •   Passport, Licenses and Certifications:
  • As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport of home country with a minimum of 18 months remaining to expiration date with 8 blank pages.
  • Valid drivers’ license from Home of Record is required.
  • Education:  A high school diploma or equivalent is required
  • Security Vetting:  Already possess a US Government issued security clearance or be able to obtain a favorable US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.
  • Language Skills:  Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.
  • Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.

   DESIRED:

  • Department of State experience
  • Two (2) year of international experience in challenging locations, preferably working in the Middle East, with a working knowledge of customs and cultural differences
  • The ability to operate 5–8 ton trucks
  • Possess a CDL (Commercial Driver’s License)

WORKING AND LIVING CONDITIONS:

This position is in an austere environment with harsh and dangerous conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
