This position is located within the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/ISIL in Iraq and the Levant (UNITAD) and will be based in Dohuk, Iraq. The Field Security Assistant may report to the Chief Security Officer through the chain of command.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da’esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da’esh) in Iraq.

Responsibilities

Within the limits of delegated authority and depending on location, the Field Security Assistant will carry out the following duties:

• Assist in managing building access control procedures, including the update of the biometric access control system. Coordinates issuance of identity cards, background checks, and entry controls.
• Manages administrative tasks assigned to the Security Office, as required.
• Ensures that routine patrols are conducted to check the security of buildings, personnel, equipment, and adherence to rules and regulations. Conducts security surveys of offices and other Mission facilities.
• Receives, records, and appropriately takes action based on information received through all communication means.
• Obtains comprehensive security information and produces background papers relating to incidents that affect safety and security in the Mission.
• Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Maintains fire evacuation plan and conducts fire drills and training as necessary.
• Assist in conducts investigations as directed and prepares comprehensive reports and recommendations on accidents and incidents involving UNITAD personnel, installations, and equipment.
• Liaises where necessary with designated host government security, safety, and emergency officials including translating required documentations.
• Liaises and exchanges security-related information with all components of the mission and other UN agencies and DSS in the area.
• Receiving and inspecting the shipments sent to the Security Unit.
• Conducts threat assessments and site surveys.
• Prepares and provides security briefings, written security advice, and recommendations to Mission staff.
• Produces incident-based security and travel advisories.
• Prepares quarterly and other routine security reports.
• Contributes to the planning process of protective services for Senior UN Officials, as necessary.
• Assists in setting- up and manages a warden system according to policy.
• Acts as Duty Officer within the Security Section when required.
• Provides duties as Security Liaison Officer.
• Supports and coordinates UNITAD field missions as required including driving duties.
• Assist in drafts/update ad hoc SRMs and RSMs as required.
• Performs other duties as required.

Education

High school diploma or equivalent technical or vocational certificate is required.

Job – Specific Qualification

Training in military, security or police procedures and practices is required.

Proficiency in Microsoft Office is required.

Work Experience

At least five (5) years of security experience with military, police, security, or fire brigade is required.

Experience in providing security coordination and administrative support for an International Organization is desirable.

Experience with working independently in the field is desirable.

Experience with driving cars with manual transmission is required.

Experience in the use of Microsoft applications i.e. MS Word, Excel Access and PowerPoint is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this post fluency in English, Arabic and Kurdish is required.

NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
