The Airfield Manager will be primarily based at Amentum's US Baghdad Diplomatic Support Center (BDSC), in Baghdad, Iraq, and serve the Life Support Services contract in support of the State Department. The Airfield Manager will be responsible for management of the airfield operations workforce, utilizing resources to accomplish operational requirements. The Airfield Manager will report to the Site Operations Manager in the management of multiple geographical sites and functions to support critical client mission activities of this contract. The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive: 

  

  • Manage Air Terminal Operations Center, Airfield Facilities and Passenger Terminal Cargo Handling Sections 
  • Procure resources to meet PWS requirements, write and maintain Standard Operating Procedures (SOPs) for Cargo, Passenger Service, Air Terminal Operations Center (ATOC), Foreign Object Damage (FOD), Bird Aircraft Strike Hazards (BASH) and Transient Alert 
  • Manage military aircraft parking ramp and ensure daily airfield inspections are performed 
  • Attend airfield user group meeting; discuss safety, security, construction and other areas pertaining to air terminal operations 
  • Order, receive and distribute Flight Information Publications (FLIP) 
  • Coordinate daily with commercial airport for overflow parking spots and other needs 
  • Conduct employee evaluations, reward/recognition of outstanding performers, take immediate corrective action on disciplinary issues 
  • Effectively manage the daily operations and personnel within the organization. Interface with AT/FP on airfield vulnerabilities and help provide realistic resolutions 
  • Project and monitor operational budget; stay within constraints 
  • Implement procedures and process, to ensure airfield inspections are conducted in compliance with applicable USG directives 
  • Key member in airfield construction projects; from planning phase to final construction implementation. Continually monitor airfield for compliance with ICAO standards 
  • Additional tasks and special projects as assigned 

REQUIRED: 

  

  • Education: A high school diploma or GED (General Education Diploma), Bachelor’s degree in a related field, or eight (8) additional years of related experience in lieu of college education 
  • Experience: 8+ years of work experience in airfield operations; 3+ years of experience effectively managing or supervising airfield operations 
  • Knowledge, Skills, and Abilities:
    • Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.
    • Knowledge of DOD, Air Force, Federal Aviation Administration, and International Civil Aviation Organization (ICAO) rules, laws, regulations, instructions, and directives as they pertain to airfield planning and design criteria, aircraft operations, and airfield management.
    • Knowledge of safety and security regulations, practices, and procedures.
    • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
    • Ability to identify, analyze, and translate complex information, make appropriate judgements, and evaluate options concerning airfield operations and maintenance.
    • Cross-cultural sensitivity with an international perspective.
    • Computer skills, specifically in Microsoft Word and Excel.
    • Ability to communicate effectively, both orally and in writing.
  • Licenses and Certifications:

  • Valid drivers license from Home of Record.
  • USAF Advanced Airfield Manager Course certification.
  • Security Vetting: Must possess an active DOD or DOS Secret security clearance, maintaining eligibility for the duration of the contract                      
  • Medical: Favorable passage of a drug screen and physical examination 
  • Language Skills: Expert professional, oral and written English communication skills, to present, facilitate and disseminate information 

DESIRED: 

  • Department of State experience 
  • FAA Airport Certification Procedures Course
  • Five to seven (5-7) years’ of international experience in challenging locations, preferably working in the Middle East, with a working knowledge of customs and cultural differences 

  

WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
