Org. Setting and Reporting

This position is located in the Office of Field Investigations of the United Nations Investigative Team for Accountability of Da’esh / ISIL (UNITAD) and is based in Baghdad, Iraq. The Associate Criminal Analyst may report to a Chief of Section or to the Investigation Team Leader.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da’esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da’esh) in Iraq.

Responsibilities

Within delegated authority, the Associate Criminal Analyst may be responsible for the following duties:

• Assists in the conduct of investigations and carries out analytical tasks in cases involving serious breaches of international criminal law and international humanitarian law, such as genocide, complicity in genocide, crimes against humanity, conspiracy to commit genocide, war crimes, rape and sexual assaults.
• Gathers evidence on genocide and related crimes, including but not limited to, witness interviews, enquiries with law enforcement agencies, NGO’s, and humanitarian organizations.
• Assists in recording statements from survivors and victims of international crimes; analyzing information; and gathering forensic evidence.
• Conducts crime and criminal intelligence analysis related to alleged violations serious breaches of international humanitarian and criminal laws.
• Manages and collates both information and evidence material in the various proprietary data systems used by UNITAD.
• Develops link charts, timelines, and other analytical products in support of case development.
• Searches for, gathers and analyzes information/evidence, including in electronic format.
• Participates in the preparation of concise investigation assessment reports.
• Performs other duties as required.

Education

Advanced university degree (Master’s or Equivalent) in international law, criminal investigation or related field, is required. A first-level university degree in combination with additional experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in law enforcement, criminal investigation or related area, is required.

At least one year experience investigating international crimes (war crimes, crimes against humanity, genocide) is required.

At least one year experience of criminal analysis is required.

At least one year working with an international tribunal or accountability mechanism is desirable.

Experience with an international or multilateral public institution is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of Arabic is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Assessment

Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.
