The Food and Agriculture Organization (FAO) of the United Nations is implementing in Iraq a holistic value-chain approach, addressing the underlying need to strengthen government plans and resources, while also building the capacity of producers and market actors of strategic value chains. By bolstering agriculture production and management techniques, processing and marketing, FAO will directly and indirectly support smallholder farmer and vulnerable unemployed households and strengthen food security for all.

Under the overall guidance/supervision of the FAO Representative (FAOR) and the direct technical supervision of RNE Livestock Technical Officer, and in close collaboration with FAO Iraq management, the Livestock Value Chain Advisor will implement the below tasks

FAO is implementing a programme in Iraq (funded by several donors, including EU, Sida, Canada, Norway) focusing on capacity building of agricultural technicians and farmers on the use of developed protocol and standards in the production of feeds/forage for small and large ruminants, good agricultural practices and technologies on livestock production. Similarly, the project aims to promote and disseminate information on livestock production systems in farming communities in Iraq.

Tasks and responsibilities:
Analyze the livestock subsector status as an integral part of rural and peri-urban returnees and communities in Nineveh, Iraq.Assess smallholder dairy/beef/small ruminants and feed value chain practices and knowledge in project sites.Analyze livestock value chain assessment of smallholder-based dairy/beef/sheep/goat/feeds value chains with major priority areas of potential intervention to enhance benefits to smallholder producers and other value chain actors.Focus on livestock value chains without insurmountable supply constraints in the medium term, particularly with stimulating rapid change in various types of inputs of these value chains.Implement identified interventions that encouraging improvement of livestock / feed production and marketing. Determine and implement interventions to improve livestock value chain such as dairy production, dairy processing, feed and forage resources and fattening operations in potential areas with offering adequate training packages. Analyze feeding constraints to intensification of livestock production in project sites and opportunities to improve feed / fodder value chains and determine the main drivers leading to changes in feeding practices in the livestock sector.Identify and support dairy farmers who should form competent marketing groups (milk collection groups) which can be used as bargaining blocks, to ensure better prices for increased milk production with good hygiene standards.Prepare the plans for training activities to be organized under the project and propose topics, outlines, time schedule and delivery methods for priority training sessions to project beneficiaries and technicians on technical issues related to Project activities.Identify topics and needs to undertake training sessions, FFSs at various levels to project beneficiaries and technicians on technical issues related to project activities. Develop the selection criteria and identification of project beneficiaries in in collaboration with the national livestock staff, for distribution of project inputs (livestock, animal feed, animal production supplies and equipment);Prepare the plans for procurement and delivery of project inputs (live animals, including their technical specifications, potential sources and suppliers, inspection, quality and safety controls procedures and distribution modalities in accordance with FAO's rules, regulations and high technical standards and within the project budget and timeline;Support FAO Iraq in preparation of short project proposals, concept notes and project documents and work plans, – Support other projects with livestock technical inputs.prepare progress reports, and completion report and other routine reports in accordance with FAO procedures and specific requirements of the program;Carry out any other duties related to the project as may be requested.Candidates Will Be Assessed Against The Following:

Minimum Requirements:

Advanced University degree in veterinary medicine, animal nutrition, veterinary epidemiology or related field.At least Seven years of relevant experience in animal health, infectious disease management, including regulatory aspects, standard setting. Working knowledge of English and Arabic languages.Technical/Functional Skills :
Work experience in more than one location or area of work, particularly in field positions.Hands-on experience and proven records of monitoring complex programmes and/or projects, and coordination with different stakeholders.Demonstrated work experience and skills in project management including familiarity with the development of results frameworks, logical framework, and results-based project work plans and budget.Demonstrated analytical skills and ability to write clear and concise reports is considered a strong asset.Strong skills in organizing and leading consultative processes involving various stakeholders.Excellent communication and presentation skills and experience working in multicultural environment.Good communication, writing and presentation skills in English and Arabic.Knowledge of FAO's core mandated areas an advantage.Source:
