This position is located within the United Nations Investigative Team for Accountability of Da'esh / ISIL (UNITAD) and will be based in Dohuk, Iraq. The Information Analyst, Political Affairs, reports to the Senior Legal Officer in Dohuk, Office of Field Investigations (OFI).

UNITAD was established by the Secretary-General pursuant to Security Council resolution , according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities



Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

• Lead and guide the work of other OFI Unit members with respect to investigative activities, in consultation with the Senior Legal Officer, with respect to acts committed by ISIL (Da'esh) in Iraq that may amount to war crimes, crimes against humanity, and genocide, including cases involving sexual and gender-based violence, undertaking field missions when required;

• In consultation with the Senior Legal Officer and Director of OFI, identify potential research and analysis topics. Collate, evaluate and analyze information related to developments/events relevant to the implementation of the Mission mandate, using a variety of sources, including UN Mission civilian/military/ police components, UN Country Team, national military/civilian authorities, international community, NGOs, media and other key stakeholders. Develop effective working relationships with UNITAD components and relevant external actors and organizations. In consultation with the Senior Legal Officer and other relevant Mission components, ensures the development and application of OFI tools, such as Information Requirements (IRs) and Collection Plans.

• Produce accurate and timely integrated analysis, assessments, maps and other OFI products which support decision-making, policy development and planning by Senior Mission Leadership. Assist the Senior Legal Officer in overseeing the timely production of quality OFI products and in ensuring information security as well as proper dissemination. Provide briefings to the Mission Leadership Team, senior UN staff and visiting delegations and represent the JMAC in meetings as required. Support the Senior Legal Officer in the supervision and management of a diverse, integrated OFI team (recruitment, staff development, training, evaluation etc.).Review and identify material relevant to the preparation of case files to be potentially shared with domestic authorities in support of ongoing or future criminal investigations or prosecution, in close cooperation with Legal Officers and Investigators;

• Oversee a system for classifying and storing confidential information, in consultation with information management/technology expertise.

• Assist the Senior Legal Officer in his/her duties as required.

Competencies

Strong ability to analyse complex political, military, paramilitary, terrorist activities, or activities of related groups, in relation to war crimes, crimes against humanity, and genocide, including sexual- and gender-based crimes. Strong knowledge of the activities of ISIL (Da'esh) in Iraq; ability to employ sound professional analytical experience to facilitate the production of high quality work from the team. Knowledge and understanding of theories, concepts and approaches relevant to criminal investigations and prosecutions; familiarity with and experience in the use of various research methodologies and sources, including digital sources. Education

Advanced university degree (Master's degree or equivalent) in political science, international relations, foreign affairs, law or related field. A first-level university degree in combination with two additional years of qualifying experience and relevant academic/professional qualifications, such as accreditations from military or government command and staff colleges, may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (07) years of progressively responsible experience in the intelligence or information analysis, political science, international relations, journalism, development, security (military or police) or related field is required.

Experience in supervising or managing teams is required.

Experience in conducting Open-Source Investigations, using Relativity, iBase and CaseDynamics e-software is required.



At least two years of experience working in a field operation of the United Nations Common System or a comparable international organization is required.

Experience working in investigations or intelligence analysis in the Middle East and North Africa region is required.

Experience working in investigations or intelligence analysis in relation to ISIL (Da'esh) is desirable.

Experience working in investigations or analysis in relation to sexual and gender-based crimes is desirable.

Experience with an international criminal justice mechanism is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of Arabic is desirable.

NOTE: "Fluency" equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
