Human Resources Specialist (FN)

The Human Resources (HR) Specialist will be based at 1 (one) of 3 (three) Amentum sites in Iraq and will provide HR operations for the the Operations and Maintenance Support Services (OMSS), Base Life Support Services (BLiSS) contracts, and the staff in support of the U.S. Department of State and U.S. Department of Defense. This position will be responsible for providing HR and travel support to the Amentum Iraq program workforce, administering HR/travel programs and policies, participating in continuous improvement initiatives, and providing excellent customer service to employees and business leaders. The HR Specialist is part of a collaborative team responsible for implementing HR and travel initiatives and establishing HR functional excellence. This position will report to the Iraq Mission HR Manager. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

DUTIES:

  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Manage and operate full-spectrum HR programs and tasks including talent acquisition, talent management, Human Resources Information Systems (HRIS), employee engagement, employee relations, compliance, total rewards management, reception/staging/onward movement/integration (RSOI), and other HR functions.
  • Be familiar with all HR related policies and processes and be able to clearly communicate them to an international workforce.
  • Support employee development planning and performance appraisal process.
  • Partner with recruiting and workforce teams on job descriptions and other staffing-related actions including maintaining staffing metrics.
  • Administer and assist with all aspects of full life cycle of staff – hiring, onboarding, development, performance management, discipline, termination.
  • Administer and assist with Leave Without Pay (LWOP), Defense Base Act (DBA)/Workers' Compensation and other programs, policies, and processes.
  • Assists with employee surveys and analyzing metrics.
  • Assists with onboarding employees as the onsite representative, helping each candidate through the process, including scheduling and coordinating New Hire Orientations.
  • Develops, assists, and/or leads training and development opportunities for workforce.
  • Strives to assist employees to the best of their ability as a first point of contact in Human Resources and also provides administrative support for the department.
  • Create and audit new employee files.
  • Conduct job audits.
  • Perform additional duties and projects as assigned.
  • Coordinate and communicate travel need with employees, Amentum travel in Dubai and/or Corporate on a regular basis.
  • Coordinate with Amentum travel in Dubai and booking agencies on a regular basis for booking needs and/or changes and communicating changes of global travel restrictions to personnel.
  • Assist with in country and global travel requests.
  • Work with the Program Management, Finance, and HR for travel related approvals.
  • Verify travel requests to ensure authorizations and completeness (approval signatures, visa, passport)
  • Be familiar with all Amentum travel related policies and processes and be able to clearly communicate them to an international workforce.
  • Process travel request forms, verify completeness and travel dates and notify personnel of travel dates.
  • Assist personnel in completing travel forms and other business transactions pertaining to travel (i.e., medical/visa requirements, passport validity requirements, etc.).
  • Deliver related documents and travel orders to personnel prior to departure.
  • Assist in conducting departure Travel briefs and New Hire Orientation.
  • May be required to give written and oral reports or presentations to employees and site management.
  • Arrange for ground transportation for arriving or departing personnel.
  • Work with other departments regarding transportation and housing of personnel.
  • Assist with coverage for teammates while on R&R and/or other leave and/or as needs arise.
  • Serve the assistant to the POC for and subject matter expert on obtaining:
    • All required travel and entry/exit visas including the processes for renewals.
    • All required vetting, including the processes for renewals.

REQUIRED:

  • Minimum Acceptable Experience Level:
    • 1 (one)-2 (two) years' or longer office administration, business management, or any HR capacity experience.
    • Experience in an OCONUS environment.
    • Experience in harsh environmental work conditions.
    • MS Office Suite
    • Excellent English-speaking skills

    • Proficiency in Microsoft Office software – specifically MS Word, Outlook and Excel. Experience with using everyday tools (e.g., email, data retrieval, voicemail, and internet/intranet).
    • Knowledge of principles and processes involved in supporting HR functions at an overseas facility.
    • Experience providing excellent customer services.
    • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
    • Cross-cultural sensitivity with an international perspective.
    • Excellent organizational and time management skills.
  • Education: Associates degree in business-related field. Education can be substituted for High School Diploma with 2 (two) years' business administration experience.
  • Licenses and Certifications: Valid drivers' license from Home of Record.
  • Security Vetting: Already possess a US Government issued security clearance or Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification or US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.
  • Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.
  • Medical: Successfully complete and pass the medical and dental examinations as required by AMENTUM and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.

DESIRED:

  • Prior US/Department of Defense/State contracting experience.
  • Previous work experience in harsh environmental conditions.
  • Prior HR experience a plus

WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and 'duck & cover' during emergencies without putting oneself or others at risk. The location is subject to change during the course of employment based on operational needs. Some travel throughout Iraq may be required.
