RELYANT Global, LLC is currently seeking an experienced Procurement Specialist for operations in Iraq. The Procurement Specialist is responsible for procurement of materials, components, supplies and/or services for the company in accordance with standard operating procedures, contract requirements and federal acquisition regulations (FAR).

Responsibilities:

  • Source and procure vehicle parts, tools, lubricants, shop supplies, and equipment needed for maintenance operations.
  • Ensure timely delivery of items to minimize fleet downtime.
  • Verify part compatibility and adherence to OEM specifications or approved equivalents.
  • Identify, qualify, and maintain a network of vendors specializing in vehicle maintenance, repair services, and auto parts supply.
  • Negotiate pricing, service terms, and delivery schedules with vendors and subcontractors.
  • Monitor vendor performance for quality, timeliness, and compliance with contract standards.
  • Ensure all procurement activities adhere to the terms of the VMSS contract, including service level agreements (SLAs) and quality standards.
  • Maintain accurate and up-to-date vendor contracts, service agreements, and certifications (e.g., ASE certifications, safety standards).
  • Support regulatory compliance related to vehicle maintenance (e.g., OSHA, EPA, DOT requirements).
  • Work with maintenance teams to track parts usage and forecast needs based on service schedules.
  • Manage restocking processes for frequently used parts and consumables.
  • Help implement just-in-time (JIT) strategies to optimize storage and reduce waste.
  • Align procurement timelines with scheduled maintenance and emergency repairs.
  • Collaborate with fleet managers and shop supervisors to ensure materials and tools are available when needed.
  • Monitor procurement budgets and generate cost analysis reports for management.
  • Identify cost-saving opportunities through bulk purchasing, long-term contracts, or vendor consolidation.
  • Ensure proper coding and reconciliation of invoices for procured items/services.
  • Use procurement and fleet management systems (like Maximo, FleetFocus, SAP, or others) to track requisitions, approvals, and deliveries.
  • Maintain documentation for audit readiness and contract performance reporting.
  • Act as a liaison between maintenance teams, logistics, finance, and vendors.
  • Communicate procurement timelines, delays, or substitutions clearly and proactively.

Qualifications

  • 5+ years procurement experience, required
  • A bachelor's degree in business administration, procurement, economics, or related field-preferred, but not required
  • Able to obtain or maintain DoS approval for site access. Clearance, MRPT or approved alternative.
  • Prior experience living and working in a developing country environment is preferred, prior experience in the Middle East would be a plus
  • Outstanding communications skills including interpersonal communications and strong writing skills
  • Experience with DoD, DoS, NAVFAC, and/or USACE, required
  • Fluent English speaker
  • Demonstrated solid understanding of governmental regulations to ensure compliance with relevant procurement standards
  • Ability to work professionally in a team environment and independently, as necessary.
  • Capable of planning, organizing, prioritizing and performing multiple tasks to execute job functions in an orderly, efficient manner.
  • Capacity to Identify problems, analyze alternatives, and develop viable solutions
  • Read, comprehend, interpret and compose written materials of moderate to complex difficulty.
