1. POST CONTEXT 

The Deputy Chief of Staff Support (DCOS Spt) assists the COS NMI in execution of the assigned missions related to supporting tasks. The J1 Branch provides expertise in Human Resources Management, Policies and Procedures. Within the J1 Branch, the incumbent is responsible for managing all financial issues related to preparation, analyses, planning and execution of Mission Civilian (MCIV) and Local Civilian Hires (LCHs) budget and for developing and managing the payroll process for the civilian personnel assigned to Theatre.

2. DUTIES  

Manages the allocated civilian personnel annual budget for supported payrolls and related costs.

Proposes, develops and implements new budgetary requirements in support of extraordinary requirements for civilian personnel.

Produces and manages the payroll for the Mission Civilian (MCIV) and Local Civilian Hires (LCH) personnel.

Provides calculations for the budget considering all changes in entitlement and allowances, based on local laws and organizational guidance, as well as for budgetary restrictions imposed by higher headquarters.

Develops and monitors proposed pay scales requirements applicable to the civilian personnel hired in theatre.

Delegated mission budgetary control authority.

Legal accountability for financial arrangements.

The employee may be required to perform a similar range of duties elsewhere within the Organisation at the same grade without there being any change to the contract.

The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries.

The incumbent must be prepared for temporary reassignment within NMI's authorized CE in accordance with ACO and as directed by COM NMI, in support of operational requirements.

Given the dynamic operating environment in Iraq, the incumbent must be prepared to retrograde from the Greater Baghdad Area, possibly at short notice, for employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time.

The work is normally performed in a normal NATO office working environment/Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE  

ESSENTIAL

University Degree in Economics, accounting, business administration, public administration, finance, management or related discipline and two years function related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with four years of post-related experience;

At least four years of function-related experience in budget administration and management, as well as payroll administration and management; 

English Standard Language Proficiency level of "Professional" in speaking and writing, (SLP 3333 based on NATO standards). 

 NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

DESIRABLE 

Minimum of 6 years' experience in payroll work, as well as salary surveys, pension schemes and insurances;

Very good knowledge of NATO fiscal and budget areas;

ADL 171 Course – Gender Focal Point

4. POSITION AND CANDIDATE PROFILE

Capable of numerical analysis and detail handling. Possess both integrity and commitment. High standard of service towards customers and employees. Ability to work calmly under high pressure with short deadlines.

5. EMPLOYMENT CONDITIONS 

The successful candidate will be offered a 12-month definite duration contract, based on operational need/funding for the position. 

The basic salary for an MCIV 5 is Euro € 6,299.00 per month . A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances (hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.

This post is a non-accompanied assignment. Living quarters provided by NATO.

The NMI mission, while not combat, is executed in a combat environment.  Specific roles, responsibilities, and tasks are subject to change based on the Commander's on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats. Air quality within the Greater Baghdad area is poor and below NATO health and safety minimum standards.
